Backend: DELETE /kontrollverantwortung/{id} ergänzt (fehlte bisher). Frontend:
neuer Admin-Tab "Kontrollverantwortung" - Objekt + Benutzer/Gruppe zuordnen,
Liste, Entfernen. Reine Sichtbarkeit/Priorisierung, keine Pflichtkontrolle.
