portal: Betriebszustand an den Modul-Kacheln

Die Kachel zeigt Punkt und Text, wenn die Statusseite ein Pruefziel kennt,
dessen Name dem Modul-Schluessel oder der Bezeichnung entspricht. Ohne
Berechtigung (403) oder ohne Statusquelle bleibt die Kachel unveraendert.
