feat(PROJ-17): Admin Dashboard Systemauslastung immer anzeigen

- Systemauslastungs-Sektion wird immer gerendert (nicht nur bei Erfolg)
- Fehlermeldung wenn /api/admin/system/stats nicht erreichbar ist
- Feature-Status auf In Review gesetzt
