feat(PROJ-21): Phase 6+7 abschliessen — Dienste-Tab nur superadmin

Frontend: Dienste-Tab (Systemdienste starten/stoppen) ist jetzt nur
noch für superadmin sichtbar. domain_admin sieht: Dashboard, Benutzer,
Audit-Log, Import, LDAP (eigener Mandant).
