feat(akte): FILE-009 Freitext-Notizen an beliebiger Ressource

Polymorphes akte_notiz-Modell (gleiches entitaet_typ/entitaet_id-Muster wie
Dokument/Historie/Mangel), CRUD-Endpunkte, NotizenPanel im Akte-Grid. Löschen
nur durch Autor oder Administrator.
